Captain America: Civil War introduces too much. Near the climax, it abandons an ideological conflict for a personal one. Thus, its themes of privacy, security, and accountability feel unresolved. Based on inconsistent motivations as well as contrivances, the drama is similarly incomplete. Without lasting consequences, there are no lasting arcs. Also, its plot is bloated with side characters. There's explanatory dialogue, self-aware humor, tropes, and excessive fan service. Still, the acting provides intensity plus vulnerability despite a sporadically sanitized tone. Ultimately, while Civil War has the makings of compelling debates and tragic emotions, it struggles to commit.
Technically, Civil War establishes a generic style, clashing tones, and robust (though sometimes frantic) action. Competent enough, the imagery remains mostly bland or basic. Its editing manages decent momentum despite an overstuffed structure. The sound combines abundant genre elements with key subjective distortions. Vaguely contributing, its music is unimaginative. The production design offers iconography and scale, but favors dry settings. Its cast is as all-star as it gets. Reinforced with a few practicals, the plentiful effects occasionally devolve into glossy CGI. Although it's certainly a blockbuster spectacle, Civil War loses sight of well-crafted storytelling at times.
